Its under BDC module and look for auto-headlights. (you don't need to go to expert mode)
It gives you an option:
Auto headlights in position 0
Auto headlights in position 1
US cars are set to 0, see what yours is set to.
Back in the day, I imported a Volvo from Canada and had this very same problem. Couldn't turn off the headlights. That one just required a US spec headlight switch (before coding days
