This was my very first thought. This may be an “announcement”, but I predict implementation will not be smooth, because the dealers will pitch a huge fit and dealership sales laws are strong and pervasive. One thing that comes to my mind right off the top of my head is if I were a dealer I would immediately say I will not provide any services at all to cars sold this way.
