+1.... it's just the rubber boot covering the shockabsorber piston rod thats getting twisted. They are usually a loose fit at the bottom so that they don't twist like that. Probably caused by using the original boots with lowered springs causing too much friction on the top of the shocker for it to slip round. Won't impact performance but will surely fail prematurely and let grit and grime get to the seal on the shocker eventually leading to fluid loss through leaking seal and a need for new shocker..... and they should be fitted in matching pairs.....expensive at some point down the line.
