This unsafe release incident happened during qualies, where track position is, in most cases, of lesser importance than during a race. Nevertheless, a competitor's car can incur damage if evasive action happens to be unsuccessful - it can compromise the competitor's qualies result and, hence, race start track position. Team or driver not paying attention in the pit lane during qualies: at least a fine should be applied.

But if this happens during a race, unsafe release could be a deliberate decision to win time and/or a track position: to penalize any such behavior IMHO either a time penalty, drive-through penalty, stop-and-go penalty or track position penalty (invert track position if possible) should be applied on top of a fine and penalty points, as a matter of principle. During a race, cutting off a competitor in the pit lane facilitates a driver to exit the pit lane ahead of a competitor or to make a competitor at least lose time in the pit lane: this behavior should not be condoned by the stewards.
