agreed - - it's used like a de facto warrant. it allows them to lawfully stop drivers and poke around (i.e., "wingspan search") and to get a whiff of any possible ETOH, refer, et cet. i don't think any LEO's have the hopes of busting someone
solely for a missing front lic. plate.

Freeways/highways are a different story, CHP is notorious for ticketing drivers for this, if you get stopped for other reasons (e.g. suspicion of speeding, DUI, etc), aka "pretext stop". They will cite CVC 5200 (a) on the ticket - it is an infraction, ~$197, no points.
