Sure. The dremel flap wheel is the main piece. Use that on the deep ruts until they are all gone. Once that is done, go over it with some sand paper. I used 600 to go over the wheel grind parts. After the 600, I went to 1500. It would probably be good to 2000 after even.
The one tip I can give is use some pressure on the flap wheel but don't sit in one spot. It will dig if you do so use pressure and go back and forth over the whole rash and even past to make things as even as possible. I used the high speed on my two speed dremel.
