In Europe it's a thing. The expected behavior is "pendulum". As in one car from each lane gets to go ahead right at the narrowing. Actually, in US there is no law which says you have to move over sooner either. Perfectly legal to use the lane until it ends. So this behavior is perfectly legal.

I had someone swing out into my lane (which was ending in a few hundred feet) and hit the brakes to block me. I went on the shoulder, passed them, and since my car was a open diff RWD, I hit the gas after and sprayed them with rocks. To say thank you for deciding what I can and cannot do in my lane, and when.
It's called the zipper-lane in the US and it drives traffic engineers nuts when drivers get over prematurely.
