Rev match&heel and toe are never an issue on street. It does get hard if you don't have necessary equipment (bucket seat with 4-6 point harness) because your body moves around too much while pulling a lot of lateral Gs. For this reason it's actually much easier to rev match on race prepped cars vs. street cars.
You definitely don't have to be a race driver to heel and toe properly. With enough experience you can get near perfect even on a race track.
