BMWFS does pass the $7500 tax credit to the customer as a rebate, mostly with an extra amount for loyalty. For example, the i3 gets up to $10,500 rebate for leases - $7500 + $2500 loyalty/$3000 extra rebate.
By federal tax laws, if you lease a brand-new vehicle, you cannot apply for personal or business tax credit.

Since the manufacture receives all the tax credits and benefits from the leased vehicle, it would be appropriate for the BMW Financial Services to pass the savings to the new leased owner as a form of additional rebates or discounts.

If they don't, then BMW is the only manufacturer that I know it would be taking advantage of thier clients thus it makes no sense to lease and E car from BMW.
