BMWFS gets the $7500 credit and passes that onto the leaser as a $7500 cap reduction.
Your X5 45e only comes with a $4,668 credit since it's a plug-in hybrid, not a full EV.

The X5 45e has a full $7500 federal tax credit as a PHEV as it can run as a full electric and has a sufficiently large battery. The Federal site for lookup of incentives is here:

Also if you're in CA, you get another $1500 clean fuel rewards. My earlier point was to encourage people to do the lease vs buy comparison, which their dealer can do for them once programs are established. In my case the purchase made more sense.
