I see the major stuff that was added for the main 19-11 release, but that is for the overall major version and not the differences between point releases.
Below is an image of what actually what shows on my phone... I can see the same list you're seeing by logging into the Connected Services app. But it does nothing to explain why the weather app is missing in the upgrade from .39 to .70.
Even if they fixed a few typos in between 11/2019.39 and 11/2019.70 releases, they should list the differences instead of just saying "function updates and quality enhancements"... this tells me nothing.

I agree, as that would be typically seen in software update releases in my experience as well. Unfortunately no details beyond that.
