Yes its safe.
The seating cones on the wheel that mates up with the wheel bolts/lug nuts are the same.
Although there are some odd ball seating cone angles for some cars.
JMO, but I'm not a fan of hub adapter rings.
I much prefer the wheel be bored to the correct hub size
What are the details on what wheels your trying to match up?
