That's correct, some are staggered and some aren't.
Someone correct me if I'm wrong, but I believe the all-seasons tires come in a box setup, while the performance tires come staggered.
I made the mistake of ordering it with the all-seasons, not knowing they would be in a box setup.
If you're ordering, I would make sure to look very closely at the ordering guide to make sure you're getting the staggered setup (assuming that's what you want), as the online configurator does not specify. If you're purchasing from inventory, make sure you look over the spec sheet in detail.
