The US pricing guide shows "B58M" (the new high output TU engine is B58
O) for the 2020 X3 M40i. Also, multiple pages on the BMW NA website, including the just-updated configurator, say that the 2020 model still makes 355hp. The latter is far from reliable in general, but as corroborating source it perhaps has a little more value.
I suppose we won't know for absolute certain that the new engines aren't there until the vehicles arrive at dealerships. It's not looking good at this point.
