Cars that were produced during and after July 2019 came with the active driving assistant view functionality enabled (if they had the proper package).

Cars produced before July did not have the active driving assistant view feature and, even after upgrading to the same (or greater) software version, it still is not enabled. It may be a bug or it may be intentional that it's not enabled for pre-July builds, but either way this coding exercise will enable it (again, assuming you have the correct driving assistance package). I have not seen any evidence that post-July builds have hardware changes.
???
Why the question marks? If your car was built before July 2019, but has the Driver Assistant Professional package, then you must unofficially code/alter your car in order to enable the Active Driving Assistant View. As of February 2020, there is no official software upgrade that will enable the View for you even if your car is capable of using it.

My original point was this could be a feature (buy a post-July build!) or a bug (oops it should be enabled for all cars with the Driver Assistant Professional package)—but it sounds like they're touting it more as a feature as this point.

Which I think is a terrible strategy, but given BMW's current software and services problems might actually be for the best.
