I tried another android tablet (a MiPad 4), but that did not have any option to set a static IP, though the LAN adapter worked on it.
Am I doing something wrong or is it a limitation of my tablet?

With my Galaxy, for some reason, I need to turn on WiFi as well as put the phone in airplane mode. If WiFi isn't on, it won't let me connect to my car and gives me the same message you got.
