Short answer is no. Otherwise we would not have to rely on the newly introduced iOS CarKey.
The NFC functionality on iPhone is highly restricted. Card emulation only supports certain transit passes other than Apple Pay cards. There are obviously security reasons preventing it from being opened up to third party implementation.
