Yes. Federally, any modification to a OE catalytic converter (removing or swapping to a HFC) is illegal. The caveat is its up the states to enforce those laws so some states, like CA, are a bit more aggressive in doing so. Regardless, its a money making opportunity that will surely become more and more common. There are some exceptions to this but they are few and far between.
