I find BMW's OTA update battery condition very harsh. Like many after my OTA preparation completed I've been waiting for the notification for update over 2 days. After charging my car battery to full I finally got the notification this morning! (Note I did not need to start the engine to receive the message).
based on my estimation my battery level was at least 75% before the charge, which means your battery must be nearly full in order to start the update.
