If you are a DIY detailer, you could use a DA (dual action) polisher with a mild compound for the scratches and a good polish for the swirls. Turtle Wax Hybrid Solutions Pro 1 and Done has been demonstrated by a number of professionals to do a good job. I prefer a separate compound for scratches followed by Sonax Perfect Finish which I use over the whole car with a foam pad to remove swirls and enhance shine. If you don't want to or can't get into this much effort, go to a good professional for the defect removal and a coating as others have suggested.
By the way, I am not a peep although they are nice treats for kids at Easter.
