Also don't forget to factor in the document fee. In NJ that is typically 450-600 with one prominent dealer group charging 699. So the dealer has moved a portion of their profit to this safe space.

Yea, but this is also negotiable. It's not set by BMWFS. As you mentioned, it's basically just additional dealer profit.
That is alarmingly high though. Around the DC area, I see closer to 300.
