Was looking into this as well. Here's what I think you noticing. The M-Performance High gloss black side sills (Left and Right) their part numbers are: 51 192 455 896 & 51 192 455 897. These are the side skirts that stick out.
Frozen Black side sill decal set can work in conjunction with the high gloss black sills is part number: 51-14-2-458-236 (Includes both left and right side). I believe you install this first before installing the High gloss black side sills.
The black decal strips as shown in this Russian video that work together with the black side sills.: (See timestamp 3:25, starts talking)
I think you are NOT talking about the frozen black foil in the middle of the car..
As for ordering, I also believe they can be installed via port, or us Canadians ordered at the dealership.
