I think you have to read the whole sentence together with the part about the new mixed tire setup to really understand what they mean:

The way I understand it they say that both the 19" front/20" rear wheels and CCB are options and that this combo is the preferred choice.

The sentence isn't conclusive on whether the std brakes are 6-pot or not. But I lean towards the 6-pot theory since they start the sentence with "six instead of four", but I could be mistaken...
