Actually the cool thing about California is that most of the time the police wont bother you about it, especially in Orange County. Highway Patrol more likely to stop you or if they are looking for a reason to pull you over, then you are giving them one. I dont have it on this car because it came from a state that didnt require and I dont have the front plate mount. So carrying the tag with me so if I get stopped for that, hopefully they just give me a fix it ticket.

Options 1 and 3 seem to make the most sense. In California, the front plate requirement is a part of the amazing weather tax. Happy to pay it.
