I think every port and dealership will act differently including states. Since Baltimore might not have as strict of regulation as let's say NJ, the car can be pulled from there. However, if the end destination (the dealership) is in PA, and since a car dealership is not an essential business, you wouldn't still be able to get your car.
The truck driver might not even be able to pull it off the lot. That is why it is essential you and I or people in our situation keep having a conversation going with the CA/dealership.
