They're referring to the line where the hood meets the grill. In the F30 there's the grill, then a painted section, then a gap, then the hood. The hood line is "higher" than in earlier gens where the hood either met the grill directly with no painted section, or the grill was actually part of the hood.
I agree that the current implementation looks excessively goofy. It looks like some kind of last-minute compromise to meet pedestrian safety regs, or some such thing where the engineers beat out the designers.
