So as a contractor. I would say no. To make a garage be re-class as living space, you would need to remove garage door, put in windows and normal doors. NYC at least. There are still ways around that as well.

The back patio is iffy. Most likely you cannot enclose it without proper permits and filings. Even companies offering the service to you, usually just do it, without any sort of approval process. Again NYC, your local jurisdiction may be different.

Even closing the patio, you can get away with it until the neighbors complain. But mini-split won't affect this status either way.
