It's both I think - you need the comfort access pack for starters, which includes hardware (my wife's Z4 has different door handle parts with the comfort pack, I assume the g20 is no different).
Then it's enabled via software, so anyone with the comfort pack (or whatever regional variation that is in each territory) will get it applied.
That's what I've been able to piece together from our local dealer anyway.
