Not sure anyone else has run into this but just in case... I had connected drive on my old car and BMW changed a policy in which you now have to log into the connected drive portal online and "check the box" to accept use of all features and connections. Can't do it directly from the mobile app anymore. Evidently somewhere along the way someone was able to gain access to a BMW that wasn't their's. Whoops!

So if you see "Call BMW Assist" from the mobile app you might be able to save some time on the phone by just logging in online and making sure you've accepted use of the application.
