that is based on european restrictions and emission regulations. two opf's are installed as you may know. so the exhaust system has limited flow. that models are much quieter.
the non eu models have other exhaust flow rates because of missing particle filter.

But that link was to a US member and it's not stamped. I can pretty much guarantee that the EU version is not stamped either. So I really can't imagine BMW would be selling an "M Performance" stamped exhaust to US/Canadian customers that is no different other than the branding.
