Pre-Sept 2018? It's a pre-production car registered for testing in the UK before September 2018. Since the car was production-ready by Oct 2018 I don't see how this is logistically a stretch.
That looks like most residential streets in Britain, the ones belonging to the general populace anyway. It's not Chelsea, sure
. It could well be an employee using a car that was imported and registered for evaluation.
That registration matches the car, too. Grey two-litre BMW, registered August 2018. Not sure what the conspiracy is supposed to be
