The whine could be heard all the time AFTER the engine was fully warmed up. It was most noticeable at lower RPMs because the noise from the exhaust, road, and wind drowns it out at higher RPMs.
On certain days, I have a highway commute and at the end of this drive, there is usually a bottleneck on the highway off-ramp. This results in stop and go driving after cruising down the highway for 30 minutes. This is where the whining was always the loudest and most annoying. During this stop and go segment, the car sounded like an RC car that I used to have when I was a kid. The whirring noise would wind up and back down, following the engine RPMs.
