Yea- having law enforcement even have awareness of exhaust system components; never mind enforcing anything is a completely foreign concept to this life-long Metro-NYer. Here in NJ vehicle inspection consists of exactly one thing; emissions testing. You could have 3 wheels and removed the seats and you'd pass as long as your tailpipe emissions are clean. Even so- I haven't inspected any vehicle I've owned since 1994. I've only gotten pulled over twice for it, with one ticket. So I just don't get my car inspected at all.

How do you renew your registration then?
I don't know about NJ but NY state DMV doesn't give you registration renewal sticker unless they electronically verify that the inspection was done within a 12 month period.

In NJ they just want your money. You don't have to show proof of inspection to renew your registration.
