Actually, the remote horn has nothing to do with local laws... back when I had my F30 and I got the connected drive app (it's still the same app), there was a bulletin that BMW Australia issued saying that they are going to disable the function just in our market due to obnoxious customers trying it out and scaring/infuriating bystanders.
Was a weird choice but I guess they never reversed their decision.
