While it does apply to 21s if you read the fine print it doesn't seem to apply to BMWFS leases. I was unfortunately just shown this while talking about my deal with the broker.
“ Special BMW Incentive offer is valid at any authorized BMW Center in the United States. Cash incentives are not applicable for vehicles leased/financed through BMW Financial Services”
