Android? The bmw connected app, at least the USA version, isn't robust. I had issues with my Galaxy S20 to transfer the software data from phone to car, so I ended up allowing the car to download OTA. Took days though.
In the bmw app go to settings > remote software upgrade and check your wifi/data setting.
