AT 2PM CST, I started a 12GB upload from the office. We'll see how long that takes. 10GB from home was about 5 hours last night.

So 50 minutes to upload a file that was a little over 12GB (12.14 to be exact). So it really does seem to depend on the network you use. I can't see that Amazon is doing any throttling, unless they distinguish incoming traffic as private network vs commercial vs educational. More likely it's the providers themselves using bandwidth load-sharing protocols to keep some users from hogging all the bandwidth.
