Look at the bottom photo you posted. Look at Vettel, Albon, and Hamilton. Look at the contour of the white line.

The stewards decided that no forget action needed in the #5 car vs #16 car. BS call but at least they're not blind enough to blame Vettel. LEC isn't stupid, he knows he didn't give his teammate the room he needed and that's why he had a softer tone over the radio.
