(like some (mainly british) media channels wanted us to believe...) It's an adjustment on the car like any other that requires tools and partly dismanteling the car to change it's setting. Of course I can understand that the FIA wants to know how it works so that they know what to look out for. I imagine cars get inspected by mechanic teams all the time in parc fermé to see if the car is ready to race or that changes must be made (and that they then have to start from the pitlane of course), and that a FIA representative is there too to keep an eye on everything.
