FSC activation?

I know this is on a g20 post but I have an 11 m3. Vin says nav and Bluetooth are supposed to be there, same with Sirius xm. Nav is grayed out and Sat radio doesn't show the Id. Also no m drive option. I can't figure out. If anyone can help I'd appreciate it.

you need do region change with a new set of FSC codes programing , if not done properly you will have only maps and no voice comands in local language

I have FSC codes but cannot get them to activate, I have them On a usb drive. Do they need to be in a solo FSC dir? Does there need to be a script? I have a E70 2010, I programmed XM and it shows up with FM, ETC but no ID and no FSC activation.
