I had my car in for changing the left side mirror becoz of water damage, i told them my software was a little boggy 07/2019.75 so they updated my software to 11/2019.55 and i really love it, much more stable.

11/2019.55? That's newer than 11/2019.41.

There is: an ENET cable connected to a USB Ethernet adapter. (Unless this doesn't work on android for some reason?)

I checked that on the bimmercode site a couple of days back. That is recommended for iPhones but not android phones. Only dongles are supported at the moment with android phones.

I went for my first oil change two days ago along with a few recall repairs, and I was updated to 03/2020. TBH I have no idea what the changes are, but my Connected app now works. I'm in Toronto Canada.

Please report back after you do. According to my dealer's service manager as of this morning, 03.2020 is not released for deployment in the U.S. yet. That said, I have multiple reasons not believe anything his service department tells me at this point, and I'll be switching dealerships very soon.

I’m still on 07/2019.52 and my dealership is refusing to update me. Seems like I need to see another dealer, does anyone know a dealer in the Bay Area (California) that will update the system without pushing back?

Have you told them you're experiencing the known bugs with Connected Drive and Carplay? If so and they are still refusing, report them to BMWNA by filing a complaint, and definitely find another dealer. I've already had to do this myself with one dealer in Atlanta. Really pisses me off that some of these dealers make getting software upgrades such a hassle, when they are all well aware of the numerous bugs we're having to deal with on these cars.

I was experiencing an issue where Remote 3D View was not working, but when they looked at my car they saw a fault code and reset it. Ever since then Remote 3D View has been working. I was really hoping they would perform an iDrive update and when I asked if they can they said they will only do it with the permission of BMWNA.

I did notice recently that CarPlay randomly disconnects sometimes. Do you think that will merit a SW update?

Yes. Also tell them that your CD app connectivity is sporadic. These are both well documented issues under 07.2019.XX. If they refuse, demand to speak to management. These cars are giant rolling computers at this point, it's completely unacceptable to deny owners these software bug fixes like many of these service departments are doing.

What you need to tell them is that your software is boggy and SOMTIMES work and sometimes don't.
When i had my side mirrors replaced becoz of water damage i just too them if they could update my software becoz my remote diesel heater sometimes didn't work, and my seat heat sometimes didn't turn on automatically and that my comfort opening sometimes didn't work properly........SOMTIMES is the magic word here.
