It's probably a driving assist sensor that makes sure you're not falling asleep behind the wheel.

it seems to be a kind of infrared ilumination system, because you can see it in the mobile camera, but not with your eyes. Probably the camera to get your image is in the center.

Yes, it's a infrared camera that watches your eyes, head movements to determine if you're tired
