I noticed that my bump stops are cumbled when my wheel is turned. Is this normal?

Your bump stops are crumbling because your lowered springs have reduced your suspension travel to zero and they are being engaged constantly. Springs are making your car worse in every way that matters.

So it’s not because of improper install?

Is it just the boots your referring to?

Doesn’t look like anything is crumbling

I can’t really tell from that picture as the bump stop is mostly obscured. The bump stop is a dense foam piece that compresses. With springs you are effectively riding on it the entire time as you have taken all the travel out of the suspension.

I think the word should have been "crumpling", as they do look "crumpled".

+1.... it's just the rubber boot covering the shockabsorber piston rod thats getting twisted. They are usually a loose fit at the bottom so that they don't twist like that. Probably caused by using the original boots with lowered springs causing too much friction on the top of the shocker for it to slip round. Won't impact performance but will surely fail prematurely and let grit and grime get to the seal on the shocker eventually leading to fluid loss through leaking seal and a need for new shocker..... and they should be fitted in matching pairs.....expensive at some point down the line.
