Any ideas, how to fix it and why im getting this?

My antivirus would quarantine the file. Maybe that's what happened?

Yes, this can be the issue of antivirus, i would try to turn off that, and try again to install.

I had contact with bimmerutility they said samething:

“Hello, check your antivirus to make sure it did not remove it or flag it.”

If the software is digitally signed by an EV code signing certificate, it should be trusted by Windows and most AV software (not always, but it helps).
