My 335i of 13.5 years has never had that issue and it's been with me in all 4 corners of the US and Hawaii. You should not have moisture in the housing.

This is completely normal. Even on my 9 year old E64, I still get a bit of fogging up of the headlights in cold or wet weather, but it normally goes after a few days.

There are some workarounds to this (hair dryer inside the unit for the E64 although I have never tried it) which does fix the problem.
But for me, it goes after a few days...
