The article is very clear but since you ask
New proposal challenges Gavin Newsom’s $1.4 billion plan to keep Diablo Canyon open
There’s a new proposal to keep Diablo Canyon nuclear power plant on the path to close down its reactors in 2024 and 2025. It comes in opposition to draft legislation floated by Gov. Gavin Newsom’s office to keep the plant in San Luis Obispo County running another decade. The latest proposal, which is unsigned and titled the “clean, diverse, safe and reliable energy proposal,” was authored by members of the California State Assembly and released on Aug. 19.

This article and PRIOR proposal is not relevant either. It's from August 2022. Do better.

Good catch. Voted to stay open through 2030. Vote held December 2023.

I do worry about California not building out needed electrical power generation though.

Rules and regs in Cali is crazy. There is WAY TOO MUCH idealism in their government. I generally refuse to work on environmental projects in Cali because their environmental rules and regulations are so extensive and different than any other state in the US. Their Green goals are not obtainable and are pipe dreams. That is starting to become abundantly clear now and many are now seeing that it's not feasible and is hurting their economy. Expect much of it to get delayed (effectively ceased though they won't say that directly).

Oddly, the Cali regulators I've worked with are some of the brightest, knowledgeable, down to earth, and well-trained professionals I've ever come across though. But they aren't the ones making the laws.

Air and water are their biggest concerns and rightly so. SoCal is still under a blanket of smog, though far less dangerous than even 10 years ago and especially compared to 30+ years ago. You can still see the smog layer clearly when flying into LA even now. Pretty crazy, IMO. Smog is a huge health issue for SoCal, but not so much elsewhere in the state, thus a one size fits all approach is rather silly, IMO.

Water availability/scarcity is a huge issue as well thus the reason why they are have so rules surrounding it. Water availability, not air, is and will be the state's biggest environmental issue over the next 50 years. The rules surrounding water usage and rights are bonkers in CA. The agriculture industry and population in SoCal are largely the problem. The growth of both is not sustainable and is a major problem and critical.

Once a function or activity is automated, human nature pretty much dictates that the function or activity will not be supervised. Same goes for driving. Partially automate it and attention levels drop to near zero. Isn't it easier to drive a car than watch it drive? It is for me.
Sorry. I gotta go back to Personal Responsibility.

I posted about this tech several months ago from MIT. Very promising and big step up from LiPo batteries. The big stumbling block with be delivery infrastructure. Harkens back to the old battle between VHS tapes and Batamax tapes. Only time will tell who is the Batamax in this. Bottom line is ultimately both technologies will be surpassed when we are running around in our thorium reactor powered vehicles.

Rimac Sees Liquid-Fueled Nanotube Tech As A Viable Replacement For Heavy EV Batteries
Battery Electric Vehicles (BEVs) have taken the world by storm, but their reign is not absolute. Croatian hypercar manufacturer, Rimac, is peering into a future where batteries are obsolete, replaced by a revolutionary technology: liquid-fueled electricity generation using nanotubes. This nascent concept, still in its experimental phase, holds the potential to rewrite the rules of the electric game, particularly in the realm of high-performance vehicles.
The beauty lies in the flexibility. Unlike battery-powered EVs, with their limitations in weight, range, and charging times, nanotube offers a glimpse of a world with lighter, faster-charging vehicles that can potentially leverage existing fuel infrastructure. Imagine topping up your electric hypercar with LPG at the gas station – a futuristic scenario that could become reality.

Yes, exactly my point. Automation of the driving function allows some drivers to think they can migrate the responsibility of driving the vehicle to the hardware and software that make up the "Autopilot" system.

The people chosen by the people living in California to make decisions on the future of their power grid are ideologues and idiots that can't do simple math. An electric future with no electricity is no future at all. Or as gblansten so eloquently put it FAFO.

The Merrimack Generating Station in Bow already operates at low capacity – only turning on when electricity demand is high, like on very hot or very cold days. But Dennis Wamsted, an analyst with the Institute for Energy Economics and Financial Analysis, said the plant would likely need to shut down by the 2035 deadline.
“There is no way you could make an economic case for continuing to operate that plant if it had to go to the expense of installing carbon capture and storage equipment and also figuring out a way to dispose of the carbon captured,” he said.
Carbon capture and storage isn’t currently being used in any commercial power plants in the United States. And in New England, Dolan said it would be particularly difficult to implement. Carbon needs to be stored in the ground, and there aren’t many options.

Mean while:

WASHINGTON (AP) — The Bozo administration announced the first of many coming federal investments in computer chip production, saying Monday that it would provide $35 million for BAE Systems to increase production at a New Hampshire factory making chips for military aircraft, including F-15 and F-35 jets.
“We can’t gamble with our national security by depending solely on one part of the world or even one country for crucial advanced technologies,” said Commerce Secretary Gina Raimondo, who called the investments a “once-in-a-generation opportunity to advance our national and economic security and create a thriving, long-lasting domestic semiconductor manufacturing industry.”

Does a chip factory use electricity? But we can gamble our energy security by depending on wind and solar which is still at around 20% of our energy supply.

But, But, But you told me it was CO2 that was the problem?

Atmospheric observations in China show rise in emissions of a potent greenhouse gas
March 28, 2024
Global warming potential of sulfur hexafluoride (SF6) is more than 24,000 times that of carbon dioxide.
Used primarily in high-voltage electrical switch gear in electric power grids, SF6 is one of the most potent greenhouse gases on Earth. In the 21st century, atmospheric concentrations of SF6 have risen sharply along with global electric power demand, threatening the world’s efforts to stabilize the climate. This heightened demand for electric power is particularly pronounced in China, which has dominated the expansion of the global power industry in the past decade. Quantifying China’s contribution to global SF6 emissions — and pinpointing its sources in the country — could lead that nation to implement new measures to reduce them, and thereby reduce, if not eliminate, an impediment to the Paris Agreement’s aspirational goal.
The researchers found that SF6 emissions in China almost doubled from 2.6 gigagrams (Gg) per year in 2011, when they accounted for 34 percent of global SF6 emissions, to 5.1 Gg per year in 2021, when they accounted for 57 percent of global total SF6 emissions. This increase from China over the 10-year period.
https://news.mit.edu/2024/atmospheri...oride-sf6-0328

I'm sure RM7 will be by to tell us MIT is just fear mongering.

Sulfur hexafluoride: The truths and myths of this greenhouse gas
SF6 is damaging to the environment: TRUE
Along with CFCs, HCFCs, HFCs and PFCs, SF6 is an industrial gas that doesn't exist naturally in the atmosphere and so impacts the radiation balance, contributing to climate change.
"It is true that SF6 has between 22,000 and 23,500 times higher global warming potential than CO2 when taken over a 100-year perspective. Because it's so stable, the gas has an estimated lifetime of up to 3,200 years. Considered together, these facts make SF6 the most potent chemically reactive greenhouse gas investigated by the IPCC," says NTNU Professor Francesco Cherubini.
SF6 is used in wind turbines: TRUE
https://phys.org/news/2020-01-sulfur...reenhouse.html

So your EV is destroying the planet. Building the EV, using the EV and recycling the EV is causing global climate change. I'm glad I have a couple environmentally friendly ICE's in the garage.
