You need to really give the dealer a specific issue that the latest software fixes - if just want the latest version just for the sake of it then I don't really blame the dealer. Also, the sometimes reason why some get fixes and some don't depends on the equipment fitted. For example, if a fix was made to driving assistant Pro and your car isn't fitted with that option then the update won't get rolled out as there's no point - your car already has the latest version for the equipment.
I realise that some haven't got updates that they should have though but unless there is a specific issue it's hard to see why the dealer should do this. In my opinion anyway but then I don't really get the obsession with updates when the car is working just fine.

My Idrive doesn’t have the Popups menu in General settings which means whenever I change driving mode I get the annoying notification that takes over the displays and I’d like to turn it off but can’t. Also I’m not sure if my parking assist is working cause I’ve never had it detect a parking space (although i haven’t really tried it) and I read that software updates can affect it etc etc Also I think the dealer should have sold the car with the latest software and I think that’s just good practice tbh. |

Mine updated OTA today to 03/2023-60, not noticed anything different.
The reason it’s taking a long time at the dealer is because as well as updating the software the I-step of each module will also be flashed. |

Just updated mine with no issues at all. Can’t see any changes though.
For the record this is the first ever OTA update to main software I have ever received on any BMW other than uk map update. |

The software IS the istep. Istep is just the versions number for a set of packages for the ecus. The RSU and ista updates are identical version for version. Every ecu that requires updating will be updated for both methods, the difference is the way the car applies the updates. |

Dealers and their charging are of course the worst part of owning the car. I had a brake fluid service and also asked them to find the broken PDC sensor and change it. £165 + VAT for the investigation was a bit of a surprise!!

should be worth noting, you could seriously ruin your day/week/month if you try to flash the car with out a suitable battery charger, if it dies part way through updating its a bad day lol

There was only one ECU to do, so < 5 minutes. But even doing 11-22 to 03-23 the other month was under 25 minutes ( with the MGU taking about 15 of that in parterre with other ecus . The MGU media headunits have a much better transfer rates than the only NBT ones, that ecu alone used to take an hour with its crappy spinning disc. |
